i chose B, and i am not sure why that is incorrect.

I chose B because i found it to be most similar in what the text was saying, and i think i over thinked it a little bit which cuased me to get it wrong. can you please break down this passage of what it is saying? to help me better understand it because i am not sure why the correct answer is what it is.

Hi, the passage tells us that there is no consensus about what chased the recession. However, this doesn't mean that we can't solve it, the author then argues by analogy that in other cases we don't need to know a cause in order to solve it.

In this case, the conclusion is that we don't need to know what caused the recession in order to fix it. This is a good match for D. B is not the conclusion, as the author never argued that knowing the cause will not necessarily solve it, they argued that not knowing the cause will not stop us from solving it.
