Clarify - A population remains settled only where the climate is fairly stable

I realize I cannot argue with the test maker for the LSAT but I don’t agree with this prompt answer: C. A population remains settled only where the climate is fairly stable. I don’t agree since the prompt references “drastic shifts” in climate and drastic is far from stable. So can anyone help me understand otherwise.

Hi, this is conditional logic. The author is saying that population is settled only under the condition that the climate is stable. When there are drastic shifts in climate this does not apply, since obviously the climate is not stable.
