Why is the answer c and not b?

These two answers are very similar, and I ended up choosing b because I believed it better reflected the negative tone portrayed specifically in the line referenced in the question stem. I felt that C better reflected the use of accommodation in the paragraph prior.

Hi, I think the biggest distinction between C and B is that B is prescriptive, that is, it tells us that the author uses the term to suggest what the court should do. This is not a match for how the term is deployed in line 10. The author isn't saying that the court should have been more favorable in line 10, rather, they are saying that the court, despite its decisions that often ruled against Native Americans due to accommodating the political situation at the time, actually did sometimes find in the favor of Native Americans. This is a good match for C.

Ultimately the question is asking what that line in particular did, not the overall feel of the paragraph.
