Hi, this question is effectively asking us which of the answer choices the citizens group must agree with. Their argument is that the since the mayor has chosen option A, the mayor must not have the economy in mind, since option B would be better for the economy.

This is a pretty bad argument. Maybe the mayor chose A over B because it is way more boost effective and thus has a higher ROI. Maybe the mayor disagrees that B is better than A. Maybe the mayor is unaware that B is even an option.

If the citizens groups argument is to make any sense, they must agree that all these flaws are not flaws. So, they must agree that the mayor is in fact aware and agrees that option B is better than option A. If the mayor was unaware, their argument would not make any sense.
