Why is E wrong?
Hi,
I understand why D is correct, but why is E wrong? Is it because we know that some people may have been included in the juries and therefore could have participated in the political decision making, albeit indirectly?

Hi, at the highest level, it's wrong because the passage doesn't give us a reason to think that it is true. More specifically I think you're correct that the juries part directly contradicts E.
