Equivocally?

I thought the term "student" was being used equivocally because first it talks about college students as a whole then talks about only college students who support the proposal.

I don't think that's an issue of consistency but rather one of cherry-picking data. In both cases the term is referring to students, and the argument explicitly shifts the frame of reference from all students to an ad hominem attack on those who are supporting the proposal.
