The conclusion seems explicit and not indirect at all - how is this justified as the correct answer choice?

The word "must" has been used in the past to indicate a conclusion. I don't necessarily understand how the omission of a positive reinforcement for the 40% increase justifies the term "indirect." The passage clearly states why the increase is necessary.

Hi, in this case I think the term indirect means that we reached the conclusion not by arguing for it, but instead by arguing against an alternative.
