Why B is incorrect

Is my line of reasoning correct? B states "the range of arts organizations that can be reached by public funding and the resulting increase in the diversity of audiences is in itself a justification for such funding" Passage A would disagree with this statement as it states in paragraph 1 "It is not enough to claim that the range of organizations receiving public funding will be large and attract diverse audiences" I thought passage B would disagree because paragraph 1 it states, "a justification for such subsidies must show...subsidies will enable many more people to enjoy works of art that are decidedly better than art that is privately funded." Passage B requires that a justification for the subsidies allow BOTH more people to enjoy art, AND for that art to be "decidedly better" than privately funded art. Therefore, an increase in the range of organizations reached and diversity of audiences would alone NOT be a sufficient justification for the subsidies, so B would disagree.

I think this is spot on! B has two parts in its test, and answer choice B only addresses one of those parts.
