I chose C but was really debating with E for a long time and want to make sure my reasoning for selecting C over is E correct. E is wrong because while paragraph 2 discusses flaws in Jackson's argument, these flaws have to do with equitability, not efficiency. Paragraph 2 talks about how under a regime that places a high priority on the orderly discharge of debts(this is the regime that Jackson supports) it fails to consider parties other than creditors affected by the bankruptcy. While this flaw does exist, it is not an INEFFICIENCY of this type of regime. Answer choice E would be correct if is said something like shortcomings/flaws of such a regime, but since it specifically says inefficiency, it is therefore wrong. C is correct because it has support in paragraph 1 "Jackson, for example, argues that bankruptcy law is best seen simply as a "collectivized debt collection device." Such a compulsory regime, Jackson argues, guarantees that claims will be fairly adjudicated and that the collection process will be efficient." Jackson's argument offered in favor of his approach to bankruptcy law, therefore, is that will guarantee fair distribution and an efficient collection process.

I think your analysis is spot on!

I would not that after reading C, we can more of less skim or even skip the other answer choices. The passage very clearly spend a whole paragraph talking about Jackson's argument, and once we have an answer choice that is objectively correct we don't need to spend too much time trying to talk ourselves into what we now know Muncie wrong answers.
