answer didn't include "Infectious disease"
The answer choice includes, "except in the case of gun shot wounds," but to be compatible with the question stem, doesn't it also have to include, "and infectious diseases" to be accurate. If it said, "except in the case of gun shot wounds OR infectious diseases," I would understand. But, it uses AND, and aren't we taught that this means we should require both of these conditionals?

Hi, C is framed only in the context of law enforcement, and the passage tells us that infectious diseases are reported to heath authorities rather than law enforcement.
