Understanding the Question Stem
Hi, I understand why A is correct, however, I found I got the answer wrong because I misinterpreted the question stem. I read it to mean that the conditions introduced applied to all the cities like a new rule, and found difficulty finding the correct pair because of this. I was wondering if there were any indicators within the stem that would help identify that the question was applying this rule to the three cities in the answer choices, so I can be sure not to make the same mistake on test day. Thank you.

I think it's just critical to read all the questions carefully. In particular you'll want to get a grip on first what new condition is introduced, and then second on what the question is asking us to do. It can't hurt to even write out those two elements if they happens to be particularly dense, as they are here.
