I think you may be overthinking that last rule. It only tells us that one can't be after the other. In normal speech if we say that "I can't go later than Jim" I would understand that that rule doesn't ban me from going at the same time as Jim. Or, perhaps in a more familiar example we could say that "the rerun of friends cannot be shown after the Super Bowl" This doesn't mean they can't be at the same time.
