Language Competency?
Hi,
The reason I did not pick the answer choice regarding language competency is because the stimulus doesn't really talk about "understanding" language. It just addresses babbling, which is different from understanding what is being said. Therefore, I thought this answer would be out of scope.

Hi, I think the critical element here is that the passage described babbling as a precursor to speaking. Given that this seems to be step one in the process of gaining the ability to speak, this is directly related to language competency.
