"at least"
In the passage the author writes "at least as well" but the answer has "better than" to me at least as well does not mean more than the author. What am I missing here?

The answer is actually saying "not better than" rather than better than. That is, the author needs a book to know it's city as least as well as they do, which is the same as saying that the author cannot know the city better than the book does.
