I find this is be a bit ambiguous, and your analysis is spot on. I think that when the question refers to course offerings, it means Ns or Of, as in both the semester and the subject. While we know the subject for N, that n could be in either semester, so we only know about the second o and m for sure.@MichaelaJ on January 16 at 02:04AM

The question is asking us how many of the folders we can place for sure once we have placed the Fo in 2. Just a note on my earlier reply, I think the initial question was confused about how many total elements there were (three or six). For this question however, we are explicitly asked how many of the remaining five we can place, so not including the Fo in two.
