I feel if answer B said the word "violators" instead of "violations" then answer B would make sense. We are not questioning the act of the violation, but who did the violation right?

I think we are questioning both. The passage tells us that we should vary our level of critique based on who the violator, but the thing we are attacking is still the violation itself.
