Answer D

I selected D because i was under the impression the passage was suggesting only one method that is vouchers to conclude it would improve public education. But going back to the stimulus after getting it wrong, I noticed it doesn’t say “only vouchers”. So is it so that if the word “only” were present, D could’ve been a contender because it would rule out other possibilities to improve public education?

I don't think so- the issue with c is that the author doesn't assume there is only one way to best get academic results. In fact I think it's implicit in the idea that schools will be forced to improve their academic offerings that there may be more than one way of doing so.
