Who’s argument is the one you base the scenario
I read all of the messages and I understand that you’re stating the ' scenario goes on the latter argument, so Ms Fing. But I guess my question is, how do I know I’m going off of her argument, and not Mr. Blatt? Is it because she’s the one debating what Mr. Blatt is stating?

If I'm understanding your question properly, we know because the question asks us which answer favors F's argument over B's. That is, we know we are hunting for the thing that makes it more likely consultants are just overpaid scapegoats and less likely they actually are paid properly for the value they deliver.
