Why is B incorrect?

Hi LSAT MAX! Read the explanation in another discussion, I'm still a bit confused. I was debating between B and C, and I chose B because I thought "If the deep underground water system can't be reached by rainwater, then water rationing will be needed this summer." I guess I made an assumption here, but I couldn't figure out what kind of assumption I made. Could anyone explain to me again why we should eliminate B? Thank you in advance!

I think that's a decent assumption based on how you read it. However, there's a key detail that you left out. B tells us that the deep underground system that can't be reached by rainwater is only a small part of the water supply. Even if the rainwater can't reach the underground part, it sure seems from the passage that the full reservoirs and streams would be more than enough. Furthermore B isn't telling us that the underground source is depleted. It's only telling us that the recent rainfall only improved the majority of the water storage capacity, but not 100 percent of it.
