Rule Combination is Baffling

I am having a hard time understanding how O could be anywhere but 8. Combining rules 4, 5, and 6 creates a chain that indicates there is.. [H-?-J] & [K-?-?-L] before O. How does the setup show three options if seven of the eight must be before O?

I think you're missing one key possibility here: we could combine the K and the H blocks. We could have

HKJ_L before O, which leaves room for O to go 6 or 7, not just 8.
