I think it's usually useful regardless of whether the amount in each group is determined. It's useful to do this as the variables that tend to move a lot of other things are always going to be important, and we want to keep track of the ones who can kinda go anywhere. I think this is slightly more helpful where the numbers are predetermined just since there are fewer moving pieces, but it's still useful across the board.
