Hi, I'm failing to understand why Dr. Schilling would agree with the first part of answer choice D? If no one is being denied access to treatment that they need, that would mean everyone is getting the treatment that they need, correct? I'm not seeing how he would agree with that, since he is stating that medicine is rationed. How is everyone getting the treatment if it is rationed? Or am I reading and interpreting the answer choice incorrectly?

I think you're more of less right that S might disagree with answer choice D. She thinks that there is quite a lot of rationing in social medicine, so that is strong support she disagrees with D. That said, I don't think that the other doctor has to take a position. She's arguing that socialized is better than privatized, but this isn't predicated on there being zero rationing.
