Distinction

I was between A and B, I did end up picking the right answer, but it was extremely close. My anticipation was that it would either be related to the intention of lawyers not taking advantage of someone, or, something that touches on the prevention of erosion. Both of these answer choices touch on that anticipation. Was my anticipation wrong, and I should have been thinking something else, or was my anticipation correct, and there is a further distinction I am missing between A and B. I chose B because it appeared to be pulling in more elements of the passage being risk, but beyond that, I had a hard time getting that distinction during the read.
