This question is asking which answer choice is a set of execs who can't be there together, that is, at the same time. S absolutely can go in H, just not at the same time as Q and V. This is tricky, but as you get better at games when you get truly stumped it's way more likely that you misread a rule or the question itself than made an actual mistake within the game. As annoying as that is (because I find those sloppy misread errors harder to control than actual mistakes of understanding) for interpretation of questions I find it helpful to remember that when they ask who could go in spot X, that usually means who could go in spot X at the same time, and if they ask which of the following, any one of which... is how they phrase what you interpreted this question to mean.
