I understand the question stem, but I am curious why this question is a "Weaken" question rather than an "Error in Reasoning" question. Since the question stem is asking specifically what error was made by the proposed solution ("what fell short" in the proposal). Doesn't that imply that the question is asking for an error in the reasoning of the proposal?

I think I would argue this is more of an error in reasoning than a weakener. I'll double check to see if this is an error, but if not, this would just show how close the two question types are.
That said I think I do agree with you, as the answer choices describe an error rather than introduce new info that would weaken, so I suspect this is misclassified.
