We are looking to reconcile the fact that SUVs are safer for the people inside the car and with the fact that their increasing prevalence is bad for safety.

The easiest way I can see would be that the decrease in risk to he occupants is more than offset by the increase in risk to people in other cars, or that SUV drivers are more likely to get into crashes because they drive more dangerously than are the drivers of smaller cars.

E only tells us that the cars are equally likely be be involved in crashes. If they were more likely this would give us what we need, but e just doesn't go far enough to make it the case that suvs increase risk in some way.
