how come government employee is not a key term in this case?

I don't really think that thinking about key terms is a particularly helpful lens. We are talking about a general category of people, government employees, and determining what must be true of this set of people from other facts. I do think that the fact that they are government employees is less relevant since that seems to be the frame of reference for the entire problem, and we are then working within subsets of that category, but I don't think that assigning key terms really does anything.
