I agree that the author would be skeptical of Gottfried's low count, but we should ask ourselves why the author is skeptical. The author seems to prefer the approach used by Pelling and Webster, which uses a wider definition of medical professionals. This then appears the be the point of disagreement: that G was too narrow in their definition. There is nothing to suggest that they used inaccurate sources, but there is evidence the author would consider their definition too narrow.
