The explanation for why answer choice C is incorrect is that neither of the speakers deal with conditional logic. Is it not the case that in Young's response we see a conditional "no statement"?
No one has the time to both be a competitive swimmer and hold an outside job.
Wouldn't that translate into an either/or statement?
Either you have the time to be a competitive swimmer or you have the time to hold an outside job?

Yes, you are correct. We can read Young's statement as including sufficient and necessary, but it is still correct that Warner's statements do not, and thus any reference by Young to sufficient and necessary conditions is not correcting Warner's use of them, as suggested by incorrect answer choice (C).
