If businesses generally under-estimate the risk of future accidents, which the prompt explains as being more costly than preventative procedures, wouldn't A strengthen instead of weaken? If the understood and accepted risks as is are so great that preventing it is cheaper than paying the fine, shouldn't a greater risk be more of an impetus for a business to invest in preventative action over paying the fines?
