The passage specifies that ALL the statements ARE TRUE. while the word EXCEPT is specifying that specific statement is opposite of the other statements that are all true.
Cannot be true is the correct answer as not necessarily true gives room for possibility still.
In the answer that claims to be correct the keyword is ALSO which was left out of the answer but is included in the passage for reason.
