A little confusion about A

Is prediction the requirement of any good scientific theory or the other way around? I am little bit confused by the wording "must be made by"

Alright, so we are told that if it is a good scientific theory, then the theory is simple enough to contain only a few elements and it makes definite predictions.

So, in our argument, we know that the two requirements are necessary for there to be a good scientific theory.

I know that may seem a little confusing since it says IF the two requirements are satisfied, which would make you want to make the requirements sufficient conditions since "if"
is a sufficient condition indicator. But, it is saying that these two thing are requirements, i.e, they are NECESSARY for it to be a good scientific theory.

Answer choice (A)'s wording of "must be made by" makes the "prediction" a necessary condition, which we know must be true.

So you interpreted the wording correctly. Great work! Thus, since (A) must be true, it is not our correct answer. We are looking for the answer choice that "must be true EXCEPT," meaning the correct answer either is false or could be false.

Thanks for the explanation; also in the stimulus, the first sentence is followed by a sentence with two " it must be" elements in it, which also indicates the parts after "if" in the first sentence should be the necessary condition.
