Alice argues that quotas on automobile imports to the United States should be eliminated because then domestic producers would have to compete directly with Japanese manufacturers and they would be forced to produce higher quality cars, which would create competition that would be good for consumers.

David responds by saying that quotas on automobile imports are pervasive worldwide and so since Germany, Britain, and France have quotas, so too should the united States.

But, David did not actually touch upon the reasoning in Alice's argument, i.e. that quotas on automobile imports being eliminated in the United States would create competition that would be good for consumers.

Thus, answer choice (E) is the correct answer: "David fails to address the reasons Alice cites in favor of her conclusions."
