Okay, so the conclusion here is pretty straightforward: there are at least as many trees in Seclee as there are in Martown.So, that means that Martown, in no way, has more trees than Seclee. It also means that Seclee has equal to or a greater amount of trees than Martown.
How can we conclude this?
Let's look at answer choice (B): "Seclee is the region within which Martown is located."
If Martown is located within Seclee, that means that we can most definitely conclude that there are at least as many trees in Seclee as there are in Martown.
Think about it this way, Los Angeles is a city in California. We can conclude from this that there are at least as many trees in Los Angeles as there are in California. Of course!
It's always a good idea to break down what the ideas are in the passage and put them into terms that are more familiar to you.

Hi, this is indeed an odd question. I would probably start by trying to figure out what we are being asked to do. Since the question asks us what answer choice would prove the conclusion to be true, I can say that the right answer is something that guarantees there are more or the same number of trees in S as there are in M.I don't immediately know what would guarantee this, but what we would need is to prove there are not more trees in M than in S. Other that just telling us the number of trees, the easiest way to do this would be to put M in S. If M is in S, every tree in M is also in S, so it must be true that there are as many if not more trees in S than in M. Indeed, this is a good match for B.
