By twisting the representative's words, the dean of students has made it much easier for himself to challenge the position, explaining that by endorsing verbal harassment, the university would actually threaten the free flow of ideas that is the essence of university life.
The student representative is clearly not saying that the university should ENDORSE verbal harassment; he's merely voicing his opinion that penalizing a student who did verbally harass someone is an error, since that is punishing a student for doing something he has a right to do. Remember that not punishing and endorsing are two very different things.
