Conclusion: It is likely that skilled workers who remain in Eastern Europe are in high demand in their home countries.

Why? There has been a recent emigration of record numbers of highly skilled workers in Eastern Europe.

Answer choice (D) states: "Eastern European countries plan to train many new workers to replace the highly skilled workers who have emigrated." This answer choice is consistent with the argument. If the Eastern European countries are planning on training many new workers to replace the highly skilled worker who emigrated, then it could show that there is a need for these skilled workers. Therefore, our conclusion could still stand: those skilled workers who remain are in high demand since clearly the positions are needed and those who remained do not need to be trained.

Answer choice (B) states: "Major changes in Eastern European economic structure have led to the elimination of many positions previously held by the highly skilled emigrants." This answer choice weakens the argument because if these positions are no longer needed, i.e. they have been completely eliminated, then those who have the skills for these eliminated positions will not be in high demand since they are no longer deemed necessary.
