In the sixth premise why isn't it NR and AS? Why is it NR or AS? There is a "without" so I thought STI would be necessary and then for sufficient you would negate neither new roads nor additional school could be built to new roads and schools could be built.

The statement reads: "Neither new roads nor additional schools could be built without substantial tax increases for the residents of Glen Hills."

Remember to always look at Sufficient & Necessary Statements in context. What is this sentence saying?

It's not that if we have BOTH new roads AND additional schools being built, then we have a substantial tax increase for residents of Glen Hills. The sentence is saying neither ONE could occur without "STI."

So, if we have even ONE of the two, then we have to have "STI."

Therefore, we diagram the statement: NR or ASB ==> STI
