Raphaela explains that the government does not have the right to redistribute resources via taxation because forcing people to help others is morally wrong.

Edward disagrees and says that the governments do have this right because they give people the freedom to leave, i.e. emigrate.

So, Raphaela would disagree with answer choice (B) since, following her principle, we are given a blanket statement that no government has this right, whereas Edward would agree with answer choice (B) since it is his point.

Therefore, Raphaela and Edwards are disagreeing about answer choice (B): "Any government that permits emigration has the right to redistribute resources via taxation."
