I get that the answer is E but how exactly is A wrong

The issue with answer choice (A) is that it is overly specific. There are other ways an advertisement can promote smoking while still not showing PEOPLE doing things that endanger their health. Think of Camel cigarettes, for example, many of the Camel ads merely showed Joe the Camel looking cool and smoking a cigarette. There is no person in that ad doing something that endangers their health, but the ad is still promoting a health hazard.
