Even though the park's higher fees have caused reduced revenues (which were devoted to maintenance) because a number of people have stopped using the park, because fewer people using the park means it suffers less wear, raising user fees does improve maintenance; even though raising fees reduce revenues devoted for maintenance, since fewer people are using the park, we have less of a need for maintenance.

Answer choice (E) conforms to this principle.

Even though the increase in library fees (which was meant for book repair) has caused fewer patrons to come in, essentially decreasing money available for book repair, the plan still works to keep books in good repair since fewer patrons means less of a need to repair the books.
