Rule 2 states that any two birds that are BOTH of the same sex AND of the same kind as each other cannot be caged together.That means that we can have one of Q or E caged with one of T or W in each cage, thus having two pairs of parakeets exhibited together. We cannot have "S" because of rule number 3.

I am having the same issue understanding why E cannot also be the correct answer? If it is impossible to exhibit two pairs of parakeets together wouldn't that be the same as it CANNOT be true, thus making it the correct answer choice?

@Jwebb,It is possible to exhibit two pairs of parakeets together, it is impossible to cage them together in the same cage because it would violate rule (2). If we have two pairs of parakeets exhibited, we only have one male parakeet S to be caged. Does this make sense?

I agree above I do understand why B is correct but again don't understand why E isn't because rule says: breeder exhibits 1 pair of birds 1 M 1 F of same breed. If the breeder exhibits 2 sets of parakeets then he has 2 M 2 F?? I am confused

We know that the breeder exhibits pairs of birds. Each pair of birds consists of 1 M and 1 F of the same kind. We also know that at most two pairs can be exhibited at the same time. The rest of the birds must be distributed between two cages.
There is nothing wrong with the breeder exhibiting two sets of parakeets as long as S and W are not exhibited together.
To eliminate an answer choice here, we must show that there is at least one possible scenario where it can be true. Let's take a look at the following scenario.
Exhibit: QT RW
Cage 1: HJN
Cage 2: MKS
This scenario where both sets of birds exhibited are parakeets.is completely valid. Notice that this meets all of our rules.
1) There are two pairs of parakeets exhibited. Each pair consists of 1 M and 1 F.
Pair 1
Male Parakeet: Q
Female Parakeet: T
Pair 2
Male Parakeet: R
Female Parakeet: W
2) The remaining birds are distributed between two cages. Neither cage has more than four birds as both cages have three birds.
3) Neither cage contains two birds that are BOTH of the same sex AND the same kind.
Cage 1 contains: (1) Male Goldfinch; (2) Female Goldfinch; and (3) Female Lovebird.
Cage 2 contains: (1) Male Lovebird; (2) Female Goldfinch; and (3) Male Parakeet.
4) W is exhibited and S is not exhibited.
