Hi, I'm a tad bit confused as to why line 1 for February can only be red or yellow and not green, red, or yellow.

We know that because January line 1 is Red, February line 3 must be G (due to rule # 5). And because of rule #3, we cannot have another line in February be green, since the tickets for each month for different lines are in DIFFERENT colors.
