First we are given an overarching analogy of anthropologists believing that advancement of cultures comes from within as opposed to outside, i.e. natives of a culture are the only ones who can move that culture forward, while non natives can provide valuable advice, but imposition of their views threatens independence and, thus, progress.

We are then given a similar situation with school systems. We are told to think of each individual school as its own separate culture within the larger system. Therefore, the key to educational progress will be: insert answer choice that states something about initiating progress from within each individual school as opposed to outside of that school.

Answer choice (A) does exactly this: "individual schools must be independent of outside imposition."

Answer choice (C) focuses on school systems as opposed to each individual school itself. A school system official is an outsider to the individual school. Instead, the administrators of that specific school, along with its students, are the key to educational progress.
