Why not E?
Can you please explain why ans choice is isn't correct? I interpreted the last sentence as a quantifier statement. If it is a quantifier statement, then wouldn't I be able to reverse it and infer that dictatorships are less likely to respond to criticism?

"More likely" is a probabilistic statement. It is not a quantifier statement.
Also, which answer choice states "dictatorships are less likely to respond to criticism?"
The only one that seems close is (E) but (E) is referring to "those who do represent the will of the people are less likely to be moved by criticism..."
"Those who DO REPRESENT the will of the people" is not the same thing as a dictatorship. In fact, dictators would be more likely to fall into the latter group in (E), i.e. "those who MERELY CLAIM TO REPRESENT the will of the people."
