What tips can I use when I come across a passage like this that I simply cannot comprehend.

One thing that might help you is to attempt the passage under no time pressure. Trying this should help you realize that it is not the passage that is bothering you but rather reading the passage and completing the questions under time pressure.

Remember you are not trying to memorize the passage (if they ask something super specific, you will be given a line note which will allow you to quickly jump back to the passage) but if you read a paragraph and don't understand the material, you are reading too fast.

Focus on the main point, structure and tone. You also want to note any time the author makes comparisions, either similarities or differences, between people, groups, movements, theories etc.

Make sure you read in your free time, particularly well-written articles such as those found in The Economist.
