The author is trying to refute the claim presented in the first sentence, i.e. "The 1980s have been characterized as a period of selfish individualism that threatens the cohesion of society." Selfish in this sentence clearly refers to individuals acting in their own personal self-interest.

The author attempts to refute this claim by pointing out that throughout history all human actions have been motivated by selfishness. Here, however, the author is talking "about selfish concern for the human species," which is clearly not the same thing as selfish concern for one's self.
