Cannot Be True EXCEPT

Is your explanation correct for the correct answer? For example, the term conflicts' logical equivalent is cannot be true. Since the question stem asks for the conflicts Except, the question essentially asks for the logical opposite: the logical opposite of can not be true is could be true. So, the correct answer could be true and the incorrect answers cannot be true. Please explain. Thanks.
