So why not E? Is it because the quantities released of formaldehyde and benzene will not change? What will change is the toxicity levels of those two toxins in the air quality?

@Alex the problem with (E) is benzene.
The recent tests referred to in the stimulus eliminated formaldehyde from a small, well-insulated house.
We do not, however, know if a similar effect would result if the toxin was benzene instead of formaldehyde.
Notice (D) only mentions formaldehyde.
