@EvanF let's break it down.

"Not all Bs are Cs" means that at least one B is not a C, i.e. some Bs are not Cs, which we write out as follows:

B-some-not C

"Not all Cs are Bs" means that at least one C is not a B, i.e. some Cs are not Bs, which we write out as follows:

C-some-not B
