How come correct answer choice is E rather than D? It seems the statement required both conditions being meet rather than having a mutually exclusive response

@hardworker29 "only if" introduces a necessary condition so our necessary condition here would be "moral and intelligent."

The other part of the statement would be our sufficient condition, i.e. "democracy function well."

So this would be diagrammed as follows:

DFW ==> M & I

The contrapositive of this would be:

not M or not I ==> not DFW

Remember, when you negate "and" it becomes "or" and vice versa.

Think about it. Two things are required for a democracy to function well.

Therefore, one not being present is sufficient for a democracy not functioning well.

Since the question stem has an "and" we have to begin the sentence with the sufficient part first and finish with the necessary clause. Then flip the statements via the contrapositive and let it reflect the question stem. Is this correct? Or is this just a coincidence?
Sorry for asking I have yet to start looking at sufficient and necessary.
